The Gates Sheriff can name the receiving jail, the Gates records process reaches county-held transfer documents, and the Gates Clerk supplies local court context. ICE evidence begins only when a detainer or handoff enters the chain. Keep each source's date and custody label separate.

Match ICE Release Identity
An immigration custody search must use supported identity data. Compare the A-number, full legal name, date of birth and country of birth with official paperwork. Alternate spellings and shortened identifiers can hide a match, while a loose biographical query can return the wrong person. Keep the Gates-linked jail booking number and departure date beside the ICE fields so the local handoff and immigration record can be reconciled.
Note: An exact A-number match is stronger than a loose biographical result, but current status still needs source confirmation.
ICE Gates Release Scope
Immigration custody can begin when ICE takes a person from a local jail, state institution, federal custodian, or another setting. No current ICE detention facility was identified within Gates County. Gates Sheriff does not control ICE release. The relevant facts are a detainer, an A-number, transfer paperwork, an ICE locator result, or direct confirmation from the local custodian that ICE took the person.
A Gates-linked jail can honestly record “released” because its own custody ended, while the next event is an ICE handoff. That is release from the jail, not release from immigration detention. Ask the releasing jail whether another authority assumed custody and when. Then use ICE channels to locate the current detention or document a later immigration release.
Check ICE Current Custody
The ICE Online Detainee Locator System is primarily a current-custody locator. It offers an A-number search and a biographical search. For the identifier route, use the nine-digit A-number and country of birth. Add leading zeroes when a known A-number has fewer than nine digits. The biographical route uses full name, date of birth and country of origin.
- Confirm through the local jail whether ICE was expected to or did assume custody.
- Collect the A-number, country of birth, full legal name and date of birth.
- Search the official locator by A-number and country, then try accurate biographical fields if needed.
- Read the current facility or status without treating a no-result as release proof.
- Call ICE or use records channels when current and historical sources do not resolve the event.
The locator does not search under-18 records. A spelling difference, name order, date error, recent transfer or scope limit can also affect results. No result is not an affirmative release event. Contact the ICE Detention Reporting and Information Line at 1-888-351-4024 when the search fails or the location must be confirmed.
Note: ODLS answers current detention better than historical release, so older events often require paperwork or ICE records.
ICE Locator Search Fields
Use identity data from official booking, immigration or court documents where possible. An A-number is stronger than a loose name match, but it still must be paired with country of birth. A biographical search requires exact, well-supported details. Avoid guessing a country or date merely to force a result.

The search result must be tied to the correct person. Record the facility, source, status and date checked. If a Gates receiving jail reported transfer but ODLS has no match, ask ICE instead of calling the person released. The locator is not designed as a complete list of prior immigration custody.
ICE Detainer Release Handoff
An ICE immigration detainer asks a law-enforcement agency for advance notice and up to 48 additional hours beyond the time the person otherwise would be released so DHS can assume custody. It is a request. The document alone does not prove officers arrived or that a handoff occurred.
Ask the Gates-linked jail three bounded questions: did its custody end, at what date and time, and did ICE or another named authority take the person? Then ask ICE whether it accepted custody. A jail roster disappearance, a detainer notation, or a SAVAN transfer alert is a lead. Direct custodian confirmation and the immigration detention record are stronger.

Confirm ICE Release Conditions
When ICE releases a person subject to reporting, the paperwork can list a check-in place, date and time. Keep that document. It is stronger historical evidence than a blank current locator search. Release from detention can still carry reporting conditions, and those obligations are separate from immigration court proceedings.
Do not interpret an immigration court date as proof of current detention or release. The court handles the legal case, while ICE custody and supervision channels document detention, transfer and reporting. Likewise, release from an outside North Carolina jail says nothing final about ICE unless the next-custodian field or agency confirmation resolves the handoff.

A person can be out of detention while an immigration case and reporting duties continue. State the custody fact and the separate legal process without combining them into “free” or “still jailed.”

Give the person's full legal name, A-number when known, date of birth, country of birth, and approximate custody or release dates. Ask for existing custody-transfer and release records rather than a new summary.

The local side of the chain still matters. Gates Sheriff may hold arrest and transport documents, while the outside receiving jail may hold the release or transfer entry. Request those records from their custodians. ICE cannot recreate a county jail's booking system, and the county cannot certify a later ICE release it did not administer.
Use precise dates and fields. A broad request can take longer and require more review. If a record is partly withheld, seek the segregable public portion and the stated legal basis. Do not infer a release date from an empty search screen.

Note: Keep the local jail release time and the ICE release time separate because they may be days or months apart.
ICE Release Result Limits
Use careful negative statements. “ODLS returned no current match with these fields” does not prove ICE release. “The jail recorded transfer to ICE” does not prove the person's present ICE location. “ICE released the person” does not prove the immigration case ended. Each conclusion has a different primary source.
Identity errors can arise from alternate spellings, name order, shortened A-numbers or incorrect birth data. Compare source documents before changing fields. If the jail and ICE disagree, record when each system was checked and contact both custodians. A recent handoff may not appear immediately, while a current locator may not preserve a past event.
