It excludes people who bond at the magistrate level without being booked, juveniles, and mental-facility patients. A no-result in any of those situations is not proof of release. It may mean the event never entered a covered custody system.
Transfer creates another local issue. When a Gates detainee moves from one outside jail to another, the first record can close without community discharge. Re-register with the new agency and ask Gates or the sending jail to identify the destination. An affirmative release event from the final custodian, actual date, or direct confirmation is the goal.

Gates County VINELink Release Limits
VINELink does not replace the original jail record. Data can lag, identities can be corrected, and linked agencies can update on different schedules. The BOP locator can show a release date or that a person is not in BOP custody, but BOP warns that another law-enforcement system or supervised release may still apply.
